The Electric Vehicles Vision Group (evVG) has released its latest Vision Report, “Recalibrating the Road Ahead: The Next Chapter for EV Charging After the One Big Beautiful Bill,” examining the impacts of recent U.S. policy and regulation changes and their implications for EV charging infrastructure development.
The report analyzes policy, funding challenges, infrastructure deployment and consumer adoption in the evolving landscape of U.S. electric vehicle charging.
“I think what will be interesting to see is if in 2026, states start to make up for some of the rollbacks that you’ve seen at the federal level,” said Jay Smith, executive director at Charge Ahead Partnership.
Some key takeaways in the report include:
- Impact of federal budget reconciliation on energy policy: The 2025 budget reconciliation and other new administration directives represent a fundamental shift in U.S. energy policy, rolling back many IRA incentives and creating uncertainty for the industry.
- Commercial EV adoption challenges: Policy changes have significantly impacted commercial fleet adoption by removing key incentives and government fleet targets.
- Funding and infrastructure investment decisions: The removal of incentives is directly affecting charging infrastructure investment decisions and equipment choices for operators.
- Tariff implications: Investors are responding differently to policy changes, with some taking a long-term view while others pause projects due to uncertainty.
- State-level program implementation and NEVI funding: Despite federal policy changes, some states like Texas are advancing EV infrastructure efficiently while others face different challenges with program implementation, showing significant variation in state approaches to NEVI funding and deployment strategies.
- Consumer adoption and technology evolution: EV adoption continues to evolve with most charging occurring at home, and new technologies like bidirectional charging creating additional value propositions beyond transportation.
