On April 16, 2018, Oklahoma waived hours of service and related restrictions for drivers “providing direct assistance for the immediate restoration of essential services (such as electrical, sewer, water, and telecommunications) or essential supplies (such as feed, food and fuel).” The waiver is in effect for 30 days. Oklahoma has been experiencing severe drought conditions and wildfire.  In order to help in recovery efforts, the state removed obstacles, such as the hours of service waiver, to make it easier to transport critical resources and restore critical services.  For more information, the link to the waiver is here.
