APCA and SAASOA Partner to Empower Independent Operators

The partnership will enhance resources, education and advocacy for independent c-store operators nationwide.

The American Petroleum and Convenience Store Association (APCA) and the Strategic Alliance of Affiliated Store Owners of America (SAASOA) have formed a strategic partnership to enhance resources, education and advocacy for independent convenience store operators nationwide, the groups told NACS.

With a shared mission to amplify the voices of more than 6,500 independent convenience stores, both organizations, founded in 2012, are focused on ensuring operators receive the representation and support they need in legislative matters and industry developments.

“Ultimately, this strategic partnership will give independent operators more resources and insights to enhance their customer experience in a rapidly evolving, competitive marketplace,” Jigar Patel, founder and vice president of SAASOA, told NACS.

The convenience store industry is dominated by independent operators. According to the 2026 NACS/NIQ TDLinx Convenience Industry Store Count, 63% of the country’s 151,975 convenience stores are operated by companies with fewer than 10 stores.

The associations said key benefits of the partnership include:

  • Education: Joint programs, workshops and training designed to help independent operators compete and grow.
  • Best Practices & Engagement: A platform for sharing operational insights and business strategies across a national network.
  • Legislative Advocacy: Stronger coordination to engage lawmakers and protect operators from excessive regulation.

“Together, we are stronger and more effective,” said Patel. “Independent operators are the backbone of this industry.”

The groups said the partnership is rooted in the belief that thriving businesses contribute to stronger communities. By supporting independent retailers, APCA and SAASOA are investing in the towns and cities they serve.

“Independent operators are the heart of their communities,” said Andy Chhikara, chairman of APCA. “Our partnership will enhance profitability and competitiveness against larger chains.”
