Podcast: Behind the Battle for Swipe Fee Reform

NACS continues to advocate for the passage of the Credit Card Competition Act in Congress.

On January 13, Congress reintroduced the bipartisan Credit Card Competition Act (CCCA), which would force giant credit card companies, notably Visa and MasterCard, to compete for business. The reintroduction came after President Trump posted his support for the Credit Card Competition Act on social media. NACS has long encouraged passing the CCCA.

“We’ve been in litigation against the credit card industry for 20 years now,” Doug Kantor, NACS general counsel, said on a June 2025 episode of the NACS Convenience Matters podcast: ‘The Latest on Credit Card Swipe Fee Reform.’

“There are many pieces to the puzzle,” Kantor added. “The big one that our members have been most actively engaged in is legislation in Congress and that’s the Credit Card Competition Act.”

Kantor also testified before the Senate in a November 2024 hearing focused on the CCCA. In his testimony, Kantor pointed out that the huge costs of the system, which disproportionately impact lower-income Americans, are “an ongoing problem, and consumers don't know it. Everything about this is hidden from them. They're not aware of the role Visa and MasterCard play. They're not aware of the other processors in the system.”

Senators Roger Marshall (R-KS) and Dick Durbin (D-IL) in the Senate, and Representatives Lance Gooden (R-TX) and Zoe Lofgren (D-CA) in the House were behind this week’s reintroduction of the bill.

“Senator Marshall’s office was really interested in the CCCA, they saw how unfair it was, how it is really a Main Street versus the largest Wall Street Mega banks, and wanted to champion the issue,” said Anna Ready Blom, strategic advisor to NACS, during the swipe fee podcast episode with Kantor.
